Small Business Recovery Assistance Program (ARPA). The County Council has allocated $2,000,000 of the ARPA funds it received to its Small Business Recovery Assistance Program. These funds must be distributed before the end of 2025, and must be used in accordance with the eligibility standards established by the American Rescue Plan Act (ARPA) of 2021. The County's Small Business Recovery Assistance Program makes available three (3) forms of financial assistance types to eligible local small businesses: COVID-19 Financial Hardship Assistance; Technical Assistance; and Deferred Investment Assistance to address health safety issues caused by the COVID-19 pandemic. Local Economic Development Act (LEDA): Under the Local Economic Development Act (LEDA) (5-10-1 to 5-10-13 NMSA 1978) the New Mexico Economic Development Department (NMEDD) is granted authority to administer grants to Local Governments (Municipality and/or County); to assist expanding or relocating businesses that are Qualified Entities that will stimulate economic development and produce public benefits pursuant to LEDA.
